|
Archbishop Powathil Assumption Community College (APACC) is a subsidiary institution of Assumption College with autonomy in organizational and academic matters. The Archbishop of Changanacherry is the Patron of APACC. |

ORGANISATIONAL STRUCTURE |
|
The smooth functioning of Community College is assured through the following five statutory bodies |
- Board of Management
- The Governing Body
- The Executive Committee
- The Coordinating Council
- The Advisory Board

Board of Management |
|
Board of Management of APACC is the Board of Management of Assumption College. |
|
Powers & Functions |
- Ensures the specific identity and orientation of Community College
- Lays down the general policies and guidelines
- Undertakes planning, funding and allocation of resources
- Monitors the functioning of the Community College according to the philosophy of the Community College system.

The Governing Body |
|
The Governing Body of the Community College consists of the following members. |
- Patron (Chairman)
- President of the Managing Board of Assumption College (President) Director, APACC (Secretary)
- Principal of Assumption College
- Procurator of the Archdiocese
- Members of the staff in the Managing Board (2)
- Bursar of Assumption College
- Vice Principal of Assumption College
- One representative from the state government nominated by the Patron
- Three representatives from the industrial sector nominated by the Patron

Powers & Functions |
|
The business and affairs of the Community College shall be carried on and managed by the Governing Body. |
|
The Governing Body shall have the following powers and rights
|
- To suggest general policy to be followed by the Community College in implementing its objectives and functions
- To make rules and "By-laws" for the conduct of the affaires of the Community College and to add, amend, vary or rescind them from time to time.
- To maintain a fund to which shall be credited all moneys received by the Community College in any manner or from any source and to operate the accounts.
- To appoint auditors for the audit of the accounts of the Community College.
- To establish centers and to frame rules and regulations for their functioning.
- To perform all such acts and do all such things as may be necessary, incidental or conducive to the attainment of all or any of the objectives of the Community College .
- To delegate powers to the Director, Community College including operation for any current/SB account with any Bank or treasury jointly with the President.
- To raise resource through loans or grants to achieve the objectives of the Community College.
- To decide on the remuneration to be paid to the Director of the Community College

Meeting, Quorum and Voting |
- The Governing Body shall meet at least twice in a year, one being at the beginning of the academic year.
- The members shall be given notice for not less than five days for a meeting of the Governing Body along with agenda and notes.
- The Director, Community College in consultation with Chairman/President shall convene the meetings of the Governing Body as and when necessary.
- The quorum for the meeting of the Governing Body shall be five.
- The Chairman will preside over the meeting. In his absence, the President will preside. In the absence of both the Director will preside over the meeting.
- In case of difference of opinion among the members on a matter, the decision of the Chairman shall be final.

The Executive Committee |
|
The Executive Committee of the Community College consists of the following members. |
- President
- Director
- Programme Coordinators (2)
- Consultants (3)
- Programme Officer
- Finance Officer
|
|
The Executive Committee shall meet as often as is necessary but not less than four times a year. |
|
Powers & Functions |
- To direct, supervise and control the affairs of the Community College and of its income and property as per the policies and principles laid down by the Governing Body.
- To help in need analysis and designing the curriculum.
- To appoint from time to time employees on such terms and conditions as it may deem fit for carrying on the management activities and other affaires of the Community College.
- To maintain proper books and accounts supported by necessary vouchers and other relevant records and to prepare the annual statement of the accounts of the Community College.
- To exercise control and discipline over the employees of the Community College including the power of dismissal.
- To propose "by-laws" for any of the matters for which they may be made for consideration and adoption of the Governing Body.
- To appoint if it deems fit, delegates to represent the Community College in conferences, seminars etc… .
- To publish and or to finance the publication of reports, brochures etc…in accordance with the objectives of the Community College and to sell or arrange for the sale of them as it may deem fit from time to time.
- To enable and maintain infrastructure facilities, needed for the Community College including rights to alter or improve them and to equip them suitably.
- To purchase all such articles and materials including scientific equipment and machinery and exhibits as may be needed for the Community College and its functions.
- To arrange, for the audit of accounts of the Community College annually by auditors appointed by the Governing Body.
- To present every year to the Governing Body an annual reports on the working of the Community College for the consideration of the Governing Body.
- To convene meeting of the Governing Body as and when necessary.
- To meet the expenses of the Community College including expenses incurred in the exercise of its powers and discharge of its functions out of the fund.
- To pass and admit all the vouchers of expenditure of the Community College. The Finance Officer of the Community College shall maintain the cashbooks, accounts and vouchers. The Director shall present the vouchers and expenditure before the Executive Committee.
- To correspond with scholars, institution and organization and to co-operate with them in matter relating to the work of the Community College.

The Coordinating Council |
|
The Coordinating Council comprises of the heads of the various departments and staff representatives of Assumption College who are in charge of the extension Programmes. |
|
Powers & Functions |
- To help Executive Committee in initiating and implementing various programmes.
- To participate in special programmes to encourage the students.
- To evaluate and monitor the student activities along with the Executive Committee.

The Advisory Board |
|
Advisory Board consists of the following members. |
- Members of the Executive Committee
- Community Leaders
- Industrial partners
- State Government representatives
- Local Self Government representatives

Powers & Functions |
- It helps in designing the curriculum and planning of relevant courses.
- It helps and advices on job placement.
- It suggests means of fund raising
|

Powers & Functions of the Director |
|
The Director has the following powers: |
- The Director shall be the chief executive officer of the Community College.
- The Director jointly with the President shall operate all the accounts.
- The Director jointly with the President makes decisions in consultation with the Principal regarding the appointment of the Programme Coordinators and the Consultants of APACC.
- The Director shall conduct official correspondence and sign all documents on behalf of the Executive Committee/Governing Body of the Community College.
- The Director shall assign from time to time such functions and duties as she may deem necessary, to other officials of the Community College whom she may consider fit for proper working of the Community College.
